KS establishment procedure may be divided broadly into two procedures. One is established by suggestion from the administrator of KATS, in which the draft standard is prepared by societies and laboratories or itself. The other is established by application of the stakeholder. For the prepared draft standard, opinions of the interested are collected. After consideration of the industrial standard deliberate council, the administrator of KATS notifies in the Official Gazette. Then, it is settled as a KS.

| 1. Proposal of establishment and revision of KS |

| If it is considered that establishment of international standards and development of new products are necessary for quality improvement of mining and manufacturing product, consumer protection and compatibility assurance, the administrator of KATS can propose the establishment of KS. The draft standard is prepared by KATS or societies and laboratories.

| Proposed by stakeholders |
| Stakeholders such as manufacturers can apply establishment and revision of KS to the government at any time and shall apply to the administrator of KATS in a written application attaching the draft standard and description.

| 2. Discussion with related institutes |
| Discussion with related agencies |
| When a KS establishment and revision application is submitted or the draft standard is prepared, discussion with related administrative institutes is required. It is intended to inspect whether the draft standard maintains jurisdiction and compatibility of related administrative institutes and application and use of the standard are permitted.

| Holding a public hearing |
| In establishing and revising KS, a public hearing can be held to collect stakeholders¡¯ opinions. And, the interested can request holding a public hearing in writing and the administrator of KATS shall hold a public hearing if the request is received.

| 3. Discussion of Industrial Standard Deliberation Council |
| Deliberation in subcommittee |
| The draft standard shall be presented in the related subcommittee of the products, which consists of professional committee of Industrial Standard Deliberation Council for deliberation. If it is recognized review of professional committee in profession technical field is required, it can be transmitted to the relevant professional committee for review.

| Deliberation in professional committee |
| Professional committee, which consisted of individual professional fields, considers the draft standard received from the subcommittee and informs the subcommittee of deliberation results.

| 4. Notice of KS establishment and revision or abolishment |
| For establishing and revising or abolishing KS, name, standard number and main points and reasons of the relevant standard shall be noticed in the Official Gazette before 60 days in the expected date. |
| 5. Settlement of KS |
| When the given procedure is completed and draft standard is settled, the administrator of KATS will notify that it is established and revised or abolished as a KS in the Official Gazette. Then, it is settled as a KS. |
